Job Description 

  1. TITLE:                                  Director – Human Resources 
  1. SUPERVISOR:                    Chief Executive Officer 
  1. HOURS PER WEEK:         40 hrs. per week 
  1. QUALIFICATIONS: 
  • Master’s Degree preferred, bachelor’s degree in human resources or related field with at least 3 years related experience or 3 to 5 years of supervisory work experience in a professional office setting.  
  • Competency in use of Human Resources and Payroll database applications, Microsoft Word, and Excel.  
  • Must be detail-oriented, organized, capable of handling multiple tasks simultaneously, strong communication and customer service skills.  
  • Must be able to maintain the highest level of confidentiality. 
  1. FUNCTIONS:           
  • Supervise all Human Resource and Payroll staff to ensure that all Human Resources, payroll and Employee Benefits processes are completed in a timely manner. 
  1. RESPONSIBILITIES: 
  • Directly supervise the Coordinator – Human Resources (Training/Onboarding) and the Coordinator – Human Resources (Payroll/Benefits).     
  • Maintain and update all Human Resources Policies and Procedures and corresponding documents and utilized by Human Resources & Payroll.    
  • Setup and maintain employee personnel files including files for interns, independent consultants, temporary employees, and seasonal staff. 
  • Maintain the agency’s Human Resources Information Systems (HRIS) and ADP database and establish efficient processes to reduce duplication of entry wherever possible. 
  • Track and pursue all missing employee information and documentation. 
  • Work collaboratively with the Director of Quality Management as well as the other members of the agency’s Executive Team members to advance the Vision and Mission of the St. Anne Institute through the Continuous Quality Improvement Program (CQIP).  
  • Participate in the agency’s Diversity, Equity, and Inclusion (DEI) work.   
  • Coordinate the bi-weekly Payroll interface between ADP and the Financial Edge accounting software establishing the payroll journal entry in Financial Edge. 
  • Assist with all Human Resource, Finance, and Program audits.   
  • Reconcile Payroll Checking and corresponding journal entries monthly. 
  • Assist the Chief Financial Officer with the analysis of revised premium structure. 
  • Lead the Human Resources & Payroll staff with the coordination the Annual Open Enrollment Process 
  • Prepare the calendar year preparation of benefit accruals and W2 processes.   
  • Conduct the fiscal year preparation of salaries.  
  • Coordinate all audits of personnel files as required by New York State Office of Children and Family Services (OCFS), New York State Office of Mental Health (OMH), New York State Education Department (SED) and Medicaid related agencies. 
  • Lead the recruitment and hiring process.   
  • Work in tandem with the agency’s Development Team in ensuring all vacant positions are posted and publicized on the agency’s social media sites as well as other electronic systems such as the Times Union, Monster and Indeed websites. 
  • Coordinate and conduct in tandem with Human Resources and agency staff the New Hire Orientations.  
  • Ensure that the Coordinator – Human Resources (Training/Onboarding) is coordinating all required trainings and maintaining a current and comprehensive Training Calendar for agency staff.  
  • Create and implement a professional development program for all levels of management within the agency.    
  • Monitor and track all employee performance evaluations to ensure that all employees are meeting the agency’s minimum standards.   
  • Provide coaching and guidance to the agency’s leadership team who need to positively address performance issues through the progressive disciplinary process.   
  • Effectively manage all complaints and grievances successfully with the assistance of the agency’s Executive Team, specifically the agency’s Director of Quality Management/Compliance Officer and attorneys when necessary.   
  • This position will work across programs to accommodate fluctuations of staff as well as clients served. 
  • All other duties as assigned.
