St. Anne Institute:  The SAI Clinical Services Department offers a full array of comprehensive trauma-informed, evidence-based services to residential & outpatient Clients & their families.

 Description of Duties:

SAI is currently seeking a full-time Medicaid Managed Care Liaison to ensure a highly coordinated approach between the Local County Departments of Social Services, SAI Clinical Services/ Business Office, & Medicaid Managed Care (MMC) providers. The Liaison will coordinate the MMC services, Children & Family Treatment & Support System Services (CFTSS), & Home/ Community-Based Svcs.

Ø  Coordinate the activities of the MMC and agency providers to ensure the following:

·        Coordination with the MMCP foster care liaison

·        Coordination with the MMCP when a child’s primary care provider needs to be changed

·        Contacting the MMCP to assist with Enrollment, disenrollment & transition, issuance of a welcome letter, securing identification showing the effective enrollment date (including immediate temporary identification), replacement of insurance identification card

·        Assistance with foster care placement changes including: access to health care, facilitation of a single case agreement when a child is placed outside of MMCP service area or provider network

·        Collaboration with clinical, medical, billing and an array of CFTSS and HCBS providers

·        Referrals to needed services and assistance in provider selection

·        Coordination with health care providers, including school and community based services

·        Eligibility for public or private health insurance

·        Coordination of benefits

·        Assistance with consent and/ or confidentiality issues

·        Oversight of all business functions

·        Assistance with court ordered services and fair hearings

Ø  Facilitation of the exchange of health information and documentation of care received by the child in the community including attending any community-based care, as needed

Ø  Confirmation and/or facilitation of the MMCP enrollment of children placed with SAI

Ø  Collaborate with Agency departments/services in the determination of medical necessity for clinical, CFTSS, HCBS, medical and other related services

Ø  Recommend/refer eligible clients/children/families to care management services

Ø  Develop, implement, and maintain a system of communication and notification between LCDSS and the MMCP that includes:

·        Mechanisms for sending & receiving information, including new enrollment & disenrollment

·        Foster care intake and discharge status

·        Change in placement status or address

·        Changes in health status or provider


Masters Degree in medical/public administration or related field. Experience in the child welfare system, foster care health requirements & MMC policies; Experience in working with youth & families with complex mental health, educational, & behavioral needs; Familiarity with Medical and Medicaid systems of care; Computer skills & strong time management & organizational skills; Excellent written & verbal communication skills; Able to work effectively & collaboratively within a highly diverse multidisciplinary team of service providers; Efficient documentation & recordkeeping skills; Knowledge of best practices, evidence informed practices, Cultural competency, Trauma-Informed Care, Well-developed engagement & problem solving
